Guild ranks bug - permission to talk

The permission, which allows members to talk in the guild chat is bugged. Everyone can use the chat, even when this option is unchecked. A small fix would be nice, then we could make a rank for temporary members, who are for example not yet registered on our site and they don't have any permission ingame.
