This should be pretty simple...
Pierced Armor:
Thrust your weapon with disciplined precision at an enemy, dealing 1199 Physical Damage and taunting them to attack you for 15 seconds. Also inflicts Minor Breach and Major Breach on the enemy, reducing their Physical Resistance and Spell Resistance by 2974 and 5948 for 15 seconds.
New effect
Also inflicts Minor Breach, further reducing the enemy's Resistances.
So I am getting 2974+5948=8922 Pen, right?
And Pen reduced Resistances? Right?
The more I reduce resistance, the more damage/healing I do?
So if I do pierce armor and then follow up with power of the light, over all, I should be doing more damage than without pierce armor? Right?
The answer screams like a screaming yes.
But if I swap bars, do I still get this benefit?

it is, but only against the target afflicted with the debuffs
in PVE, npcs have a max of 18200 armor, as long as you reach this value between combined penetration + -armor debuffs then you are ignoring the targets armor
if you have 9100 pen and the target has 9100 reduced armor from debuffs, you have an effective 18200 penetration, ignoring 100% of the targets armor
