I hope not some of the bosses in imperial sewers because they are really hard, much harder then the city bosses but with less Tel War which is pretty funny.

They are not the real creature, they are just ink manifestations based on the creature "Like a story come to life" if you will, they are significantly weaker then the actual creature.
