You're quoting concurrent player peaks and averages from Steam, not the actual number of Steam players that regularly play ESO. In August, there was an *average* of 14k players on the PC server at any given time, with a peak of over 22,000 players logged in at the same time.
I'm not trying to claim that the game is at all time highs or anything, but on my server (PC-NA), the game is still very lively.
ESO is remains one of the most popular MMOs, you aren't going to have issues in that regard, imo.
(All of that said, Starfield is taking a bite out of ESO right now, curious to see how long that's an issue).
Ever heard of how sampling works? All samples are minority of the population.
If you wish to claim sampling bias, at least state why it’s biased.
With Steam in particular there was several years where players looking to start the game were warned away from Steam because of problems. Players that started on Steam got away from Steam for those same problems. You can still from time to time see a post telling interested players they should stay away from Steam.
That is extremely dated data. I've played ESO since closed beta and moved from the ZoS launcher to the Steam launcher as soon as it was available on Steam and have never had issues with Steam even when others claimed to (most of the time the issue is between the keyboard and monitor). I'd wager with Steam being the main store front for most PC gamers that majority of new ESO players play via Steam - especially when Steam advertises frequent ESO sales for $5.00 when you log in.

The number of players is at a healthy number for the game. I have no issue finding groups. Like any game, it may take trying a couple of guilds before finding the one that is right for you and actually active. When I started I found a guild that boasted 500 members yet many had not logged in for months and the leadership did not organize much.
In the end, I ended up finding two pretty good guilds. It is worth taking the time to find a guild for you.Ps5eu seems pretty healthy in player population at least there are players everywhere

Sorry for not understanding you, but, what do you mean?
I mean you should be able to loot some of the tickets you would get. just enough to hit the ticket cap. and if you spend some of them and do the activity again that day, you should be able to get the tickets you didn't previously have space for. not being able to loot only some of the tickets if the total amount would surpass the ticket cap is not well designed.
