in the end though, it wont matter, because there is an easy circumvention to what you propose. gold sellers and others would just create there own guilds and funnel money through them. it will slow things down but not stop them
on top of that the real issue is likely not what occurs in game between legitimate players, but in how crowns are sourced from IRL currencies, and then exploited by gold sellers and fraudsters for gain.
this is pure speculation on my end but the issue here is a stop measure to stop the unwanted activity and attention from gold sellers. failing to address it can have real world consequences since everything from currency hacks and stolen payment information is used by many of these sites to source gold, and allowing that to occur can land ZOS in trouble.

As it is now players can shuffle Gold back and forth and move huge amount of gold from an account to another account.
If not from buying in guildstore or putting in guildbank, it should be pretty easy for Zos to have a Max amount of gold you can move from 1 account to another without being monitored

The suggestion would require including the sale of such high-value items so they have a very valid question that needs an answer if the suggestion is to receive serious consideration.
Otherwise, it is absolutely pointless to try to control gold moving between accounts. It is really simple, "oh we cannot trade this much gold in this manner so let me sell you a piece of chromium plating for 20 million gold" (or whatever amount is needed).

Yeah its not super hard to control sales that stick out from the rules you as dev set, you dont need a Human to control that.
Im not saying they should stop those sales but they can be high lighted for many reasons.

But you dismissed selling a high-value item was not part of your discussion yet you now acknowledge that it has to be monitored.
The issue and reason why such a simple suggestion would not work is that this is a constantly changing situation. Zenimax creates a means to find and block a transaction or trade of a certain dollar amount and the gold sellers and illicit traders adjust and use means to get around that roadblock until a new roadblock is put into place. These people are not idiots.
It is just not that simple. It would be great if it was.

Unfortunately the way ESO works I believe we are way, way past any really workable restrictions on gold movement, I am by no means the only multiple account owner, nor part of a minority group.

I was thinking of starting a 2nd game account in the next day or 2 and transferring some of the stuff and my gold from my original account (made back in 2016) to my new account, so that I could semi-retire my original account.
But now you people have me thinking that may not be the greatest of ideas as of right now.
I have never gotten banned on any game I have ever played since I started gaming in 2009, and I don't want this game to be the game I get my 1st ban on either.
