Seems ZoS repeated this word a lot, but never give an exact definition. So just what count as fraudulent behavior? What kind of behavior it is that ZoS intend to prevent specifically?

i'm disappointed to, just getting into the game after getting it with epic, don't really have the funds to afford more than ESO+ on a monthly basis, this could have been a way for me to get a few things i'd like from the crown store.

A corporation like this is very unlikely to reveal the truth and will instead use deliberately vague language. E.g. "fraudulent behaviour" will suggest to many that:
- the company is protecting players against fraud (good image)
- or that many players/customers are the "bad guys" that engage in fraud and make the company (the "good guys") suffer
Now contrast the above with a hypothetical company that would openly and unambiguously state something like, for example : ‘We have run the numbers and we figured out that we can extract more money from our customers via the in-game store if we do X, and in order to minimise the backlash, we will switch off "gifting" and make an announcement that we are doing this to fight "fraudulent behaviour"‘. Not very good for such company’s image, right?

Now its two theories about that going on. First is players using VPN to buy crowns from lower income counter there prices is lower, some countries with high inflation can give huge discounts as crown prices tend to lag behind.
The other is that some using free Epic accounts to buy crowns, sell them and then refusing the transaction. This ban the account but its an burning account anyway.
