If I can make a guess, U40 will launch on PTS right after the stream, and not the next Monday.
I say this looking at past years Q4 release dates and usual PTS cycle duration.
So we will soon discover about everything new.

@LunaFlora not always has PTS hit on Monday, there were occasions in which it hit right after the stream, I remember that but can't recall the specific updates numbers. Maybe one was during the Las Vegas presentation of Greymoor...
Btw, I'm not saying I'm absolutely right, it's just an option come to mind since the stream is not on Friday, and November 6th/7th (7 and a half weeks later) should be the launch date on consoles, that usually happens 8 weeks after PTS starts.
Why I expect that date for consoles U40? Because I always renew my Annual ESO+ right after the Q4 update, and it's going to expire around those days.

It occurred to me that with Baldur's Gate, Starfield, and Phantom Liberty this year, the ESO sans-content update coming out this fall is pretty far down on my list of things to be interested in. It isn't sounding like ZOS is going to be doing anything interesting until next year.
Believe me when I say I have all of those games on my list also. (I'm taking a few days off to play Starfield.)
But the The Endless Archive is pretty interesting and a good way to close out the year. You know, when you need a palette cleanser between all of those new big AAA titles. Like coming back home after travelling to a few different places.
