Scamp drops don't appear to be curated unfortunately so not especially useful at the end of the day.
Honestly, the rarity of scamps should have been left *as it was* - there is just SO much Imp City gear to get, and they were annoying enough to farm at the best of times.
Also, board mission rewards in Cyrodiil should be curated, given the sheer *number* of items.
Maybe the different types of board mission should have different rewards... with Conquest and Elder Scrolls missions being the ones that give the best stuff.
Suggestion also for Cyrodiil, for people who prefer to get their stuff through PVE:
- Cyrodiil delve bosses should drop all types of armor piece, curated, not just belts and boots.
- Cyrodiil dolmens should drop all kinds of jewelry AND weaponry, curated, not just jewelry

Meanwhile, in Imperial City, we have such things as:
- daily quest rewards, per zone
- player bounty quest rewards (kill X players of class Y)
- fixed world bosses in sewers
- wandering bosses in city
- wandering bosses below ground
- Molag Bal (who is guarded by 3 of the wandering below ground bosses).
Between them, it should be redesigned so that all types of set loot are curated, from one or more of these sources.
