Impossible to access PTS server

Whether it's the new launcher test (which I haven't opted into) or something else, I cannot access the PTS server and have not been able to for some months. It creates havoc with my video card and two screens.
The Zenimax logo animation seems to cross the boundary between two screens, and when it's all done I have the login on one screen, and my mouse on the other, and no way to get it to the screen to type the login. If I Alt-F4 out, my launcher is off centre and cannot be moved, my browser and discord have changed to the other screen and the only way to get it back to normal is to reboot entirely.
There is something really weird I can do to manage a login, but it is so weird I can't remember every time. I still end up with the off centre launcher and everything else on the wrong screen.
