Special guests at the Belkarth Festival Grounds (Zeal of Zenithar event)

My character completed all the quests and dungeons in the game. At the last year event, I met special guests at the Belkarth Festival Grounds: Razum-dar, Eveli Sharp-Arrow, Gwendis, Naryu Virian, arbitrator Gavos Douar and Daluion. I could meet them all at the same time when visiting the grounds. This year event I can only meet one of them (it seems the guest is chosen randomly when changing location). Most often I see Gwendis and Eveli, less often – Razum-dar and Gavos Douar/Daluion. Naryu disappeared, I never saw her now. And I can't meet a special guest (whoever it is) from the High Isle and from the last chapter Necrom.

Zenimax, why did you let us see only one guest at a time? I'm writing a TES wiki article on Zeal of Zenithar event and can't meet the guest from the last two chapters to take screenshots and add them to the list of special guests. If more than one guest cannot be present, can you make them appear in order and not randomly?

    I think you might be misremembering things, because last year, only one of each character (Raz, Naryu, Gwendis, Eveli, Gavos/Daluion) appeared at the Belkarth Festival Grounds for me. I went through the whole area and never saw anyone else when one of them was present already.

    Can confirm. I'm wondering though if they maybe really removed Naryu this time? Her lines were total lorebreaking nonsense.

    Oh, and btw, I wouldn't be surprised if there are no new guests because ZOS has forgotten about the whole thing.

    I met Raz, Naryu and Gwendis, all on different days. I think they rotate daily.

    Checking twice a day on a character that's done all the zones. Only seen Eveli, Gwendis, and Gavos so far.

    I wonder if Naryu is excluded for characters who have done her quest in Necrom.

    In what way is it lore-breaking? I'm talking to her right now (at the tree left of the Impresario's tent) and this is the dialogue:
    Naryu: "Hello, hero. Fancy seeing you at a simple festival with absolutely nothing covert going on. Unless..."
    Player Character: "If you're asking that does that mean you are not here on ... business?"
    N: "Just passing through. You'd be surprised how useful random information about small towns or crafting techniques can be in my line of work."
    PC: "Is that all you're here to do?"
    N: "Such suspicion. Are you going to search me for weapons? You'll find some. But I doubt even you would confiscate all the knives I'm carrying. It may come as a shock to you, but I can do more than sneak around in the shadows."
    PC: "I'm surprised the Tribunal doesn't have more work for you."
    N: "They might, but I've never been good at listening to what the Mehras say. I like playing the s'wit. It means I can surprise them later. I never know where I'll be called to go. And I'd rather not become one of the Tribunal's toys."
    PC: "But you've done work for the Tribunal plenty of times."
    N: "Exactly. Which is one of the reasons I'm laying low and talking to all the wonderfully boring people here. I'll be in Mournhold again soon, but I want to give the Living Gods a chance to find new hobbies."

    admittedly, It's been years since I last played the EP story, but I don't really see anything wrong here.

    Yeah, but as you noted the last line doesn't fit anymore.
    The idea that Naryu would be a favorite of the tribunal when the Morag Tong are barely tolerated doesn't make sense. They are regaining their prestige, which was certainly helped by Naryu. But it's a bit much she'd be a favorite of the tribunal when she's still avoided ordinators. That seems to still be based on the idea she helped save vivec and sotha sil, which she did not do.

    She is involved with the Balmora questline, not the Zone Storyline.

    I have a feeling the Naryu lines were recorded at a different time (maybe even years ago) given there is no actual mention of the Zennithar event in her lines, just that it is a festival. It could have been originally intended for the Konunleikur, or some other cut/scrapped element and they reused the lines here.
    Or it could have been that Naryu was supposed to be more involved in the main quests of Vvardenfell and Clockwork City (she was featured in the trailer for Morrowind but had very little to do with the main quest, unlike every other returning character in trailers) but plans changed and some dialogue remained, to be utilized elsewhere.

    The dialogue feels more like base game Naryu than anything, something about the delivery.

    She was in the Balmora storyline with Veya. She's helping Veya investigate the death of Veya's brother. Naryu did not help save Vivec in the main story. And in fact, her unwillingness to kill Veya at the end of that quest line ended up helping Nocturnal (Veya becomes her Earl) and almost doomed Nirn. Luckily, the vestige was there to stop Veya. So, she does indirectly contribute to the Daedric Triad story, but as an inadvertent helper of the Daedra.
