I'm always in favor of buffs, but why 182?

Why stop at 182 when we could go to 42069%

A one handed charged weapon for dualwield is 182.5%

The passive would balance the weapon.

Traits are already balanced between 1 handed and 2 handed weapons. I see no reason to increase it further given the fact destruction staff has easy access to status effect application through its abilities.
    PvP needs more love.

There is really no reason other than pretty numbers to match them.

The 12% damage they're toying with is purposely very strong, but it only effects on average 50% of your DMG sources vs something like crit chance that effects everything like daggers.

100% is perfectly fine, not all passives are created equally, it's more so how all of them play together.

Plus, charged isn't exclusive to DW, use a charged staff if you want.

Yes but 2H greatswords and 2H melee weapons have higher raw base weapon and spell damage on the weapon. So they can afford to run other traits besides precise or nirn (etc). Dual wield is just flat out better which is why mag players run daggers in PVE and swords in PVP when it works.

Staves should be doing a lot more damage than melee weapons with their status effects (re: sources of status effects) because the weapons do not scale as hard as DW.

I actually liked the change to fire staves increasing the damage of status effects, it was a pretty unique feature and could have been improved to be balanced (somehow to make it competitive with other weapons in PvE, but being aware, that it was broken for PvP (especially in conjunction with certain setups)).
