Ideas to Limit Spammers Effects

I've been ignoring spammers, but have been unable to ignore them once they exceed so many rows, even with the text box as big as possible, I have a few ideas for ESO to help mitigate their effect on the game. Here are a few.
1. Limit the amount of rows anyone can type into chat such that they can be ignored.
2. Automatically filter text that contains repeated text strings. I'm not sure if it would be easier to do this on the server end or on the players machine.
3. Ban accounts and IP addresses (but obviously allow new games to be purchased by a banned IP address to help support ESO).
4. Hire a lawyer or two to pursue any criminal avenues for spamming and fraud laws (I assume most of the spamming is done to facilitate phishing/fraud). This would only be effective within the US.
6. Report phishing attempts to the US Department of Homeland Security: Make the feds work for their paychecks: http://www.us-cert.gov/report-phishing.
