Where the heck is the Cooldown on Abyssal Impact's Immobilize?

This still is absolutely insane. A no-target-cap immobilize that also debuffs all your targets, does decent damage, and has a small heal? This still is so completely overloaded its crazy. The abuse of the immobilize in particular is absolutely insane. Their ability to spam this immobilize makes any counterplay to the beam+pull rune+Eyeball combo completely impossible when dealing with any other players.

A couple patches back you (ZOS) put a cooldown on he ability of players to be affected by Daedric mines because that skill was being abused. Abyssal Impact (all morphs but particularly Cephaliarch's Flail) needs the exact same treatment

    There is a global immobilize immunity. It does indeed apply to Ceph Flail too. You gain root immunity when dodge rolling (for 3 seconds) and when using an ability such as RaT, Shuffle, etc. The old version of Mist Form was a special case that would cleanse roots but not provide root immunity. I don't believe there exists a way to cleanse roots without providing root immunity unless you purge them through a purge skill (Cleanse, Hexproof, etc.).

    Daedric Mines was changed not because of the root, but because of the damage. It was possible to stack all 3 mines in a corner and blow someone up by leashing them into it.

    EDIT: The ELI5 version is: Don't cleanse roots with purify effects, cleanse them with dodge rolls and abilities meant for roots and you'll have immunity.

    Well if its supposed to, it very clearly doesn't work. Arcanist can very much perma-cc their enemies to the point where there is no counterplay. The number of times I've been immobilized, pulled, immobilized, stunned, immobilized again this past week has been beyond insane. Either the skill is broken, or someone has found a bug to abuse.

    If you can provide video proof of Ceph Flail immobilizing someone who's just cast Shuffle, then sure. However I highly doubt that as I can guarantee you I've come across enemies that Flail won't immobilize because they're spamming Shuffle. What is more likely the case is that you are getting rooted into a stun.

    As I said in my first post, cleansing roots with a Purify skill is really inefficient as that's the case where you don't get immunity. Make sure you aren't doing this either.

    It can feel that way sometimes, but I would challenge you to take a clip and watch it over. From the moment you dodge roll and get the immunity, you do indeed have the 3 seconds.

    The real problem is the 3s rule is too short. It's the same issue again and again any time an aoe spaammable with root becomes popular.

    We have another 4-6 months b4 they nerf Arcanist.

    They just posted 9.1.1 patch notes that said they fixed an issue where breakfree was not triggering cc immunity. Not specific to flail, but there are a lot of flails out there right now.
