With the changes to "combat porting" from dungeon instances that will prevent being able to teleport out of a dungeon instance while in combat, will the bug at the end of Scalecaller Peak be fixed so that players can teleport out of the dungeon once it is completed?

Currently on the live servers there is a bug in the Scalecaller Peak 4-man dungeon where after completing the dungeon, and beating the final boss, players remain stuck in combat until they either jump off the cliff or port out of the instance. Even using the portal to go back to the dungeon entrance simply teleports the player back to the final boss room after a few seconds with the following message: "Joining Encounter in Progress".
Considering that the change to porting in combat as shown in the screenshot taken from the v9.0.1 patch notes, combat and abilities section under general, that is being proposed for U39, that will prevent being able to exit dungeon instances while in combat, will this bug be fixed so that players will no longer be stuck in combat once they complete the dungeon and can port out upon completing this dungeon or are they going to be forced to jump off the cliff to kill themselves and exit the dungeon this way?
