I HAVE FOUND A SOLUTION FOR ANYONE WITH ATI RADEON VGA WHO IS HAVING GRAPHICS ISSUES (broken/distorted images, some or no background) WITH THE ESO LAUNCHER:
1. Download and install Catalyst Version 13.12 and restart your pc.
2. Open Catalyst Control Center and go to "Gaming" tab and open the "3D Application Settings" menu.
3. Set options as in the following screenshot:
These options maximize STABILITY but may reduce (a little bit) performance in games.
