Lightning Staff now has a new role, so Empower can go up again?

With Lightning Staves having lost their AOE during the initial channeling and only upon completing a heavy-attack, I feel that we now can work on the Empower again. Most weapons are roughly the same now on unbuffed powerlevel and even Fire Staves have some nice HA focus now. So perhaps Empower could even use a buff?

Empower is fine as it is at the moment.

Both of your assumptions are wrong btw:
- lightning staves are still an outlier compared to other weapons due to it's channeled attack. This is especially an issue with buffing HA.
- the DoT on flamestaff doesn't apply if you're weaving HA, as it's overwritten before the first tick.
