For being monsters capable of supernatural regeneration, werewolves in ESO don't have much to show in terms of their ability to heal. While they may receive health recovery in the form of Minor Fortitude from Hircine's Fortitude, werewolves have very situational heals, most of which are unreliable and don't heal for much at all.
For reference, these are the only sources of healing in Werewolf's toolkit:
- Devour, a 4 second channeled synergy that heals for 8% of Max Health every 1 second, but requires a corpse to use and can be interrupted.
- Claws of Life, which heals for 66% of its damage done from the 20 second DoT, but it can be purged, and Battle Spirit reduces the damage enemies take by 50% and further reduces the healing you receive by 55%, further minimizing the healing output in PvP. In PvE, this is an insanely powerful heal in large pulls of trash mobs.
- Hircine's Bounty and its morphs, each of which scale off of Max Health and cost an incredulous amount of Magicka, giving werewolves who don't build into Magicka at most three heals before they must wait for their Magicka to recover.
In short, werewolves have three sources of healing — a channel which requires a corpse, a pseudo-HoT that requires a target to be hit by the DoT, and a burst heal that is often too expensive to use.
Given that the "life steal" effect of Claws of Life isn't thematically appropriate for a werewolf (as it is more appropriate for a vampire), I suggest that the healing from Claws of Life be removed, and a proper Heal over Time be given to Hircine's Bounty and its morphs. Furthermore, to give werewolf damage dealers back the HoT that scales off of offensive stats, Hircine's Rage should be changed to scale off of offensive stats, rather than Max Health. This change would remove the insane healing that Claws of Life can do in PvE, while further differentiating the damage dealer and tanking morphs of Hircine's Bounty.
