Necromancer Passives and the "Either Bar" Treatment

I think the passives on mystic syphon, restoring tether and bitter harvest should be given the "on either bar" treatment. It'd go a long way in helping necromancers with their current struggles, but would be far from being overpowered.

✭The tethers need a rework honestly, or just have them apply a sticky DoT/HoT for stepping in the area to make them more useful in pvp. Right now, the only useful dps ability from the grave lord tree in pvp is blastbones3 -
