Problems with werewolf transformation ultimate

I noticed today while leveling a new arcanist that there are some discrepancies in the stamina benefit provided by the werewolf transformation ultimate and the tooltip provided.
For example, at level 5 the transformation ultimate states the following:
However, the actual given stamina equals exactly +30%, not the +41% promised.
On further testing I found that the transformation ultimate at level 50 now states the proper 30% BUT the actual returned stamina value is just under 29%. I tested this using no medium armor, no class or racial passives that could improve stamina, and removed any CP that increased stamina.
Pre-transformation:

The expected 30% improved stamina value post-transformation for a base stamina value of 17631 is 22920, not 22717 as it appears on live.
So the problems I see here are twofold: First, the ultimate's benefit appears to get weaker the higher your level and second, the actual stamina values don't reflect what the tooltip states they should be.
EDIT: I realized after posting that I had erroneously posted the incorrect tooltip. That has been fixed.
