I've been trying to complete this quest for 2 days now, spending about 2 hours logging in & out or /reloadui, and the pool will not spawn to activate.
There are tons of other playerss who are stuck at this same quest, and considering that it's a rather large quest-chain ,its important to fix ASAP.
This quest was bugged in BETA, and it is unforgivable that it is still not sorted out when you had 2-3 months TO FIX IT.

CaptainTrips✭✭The workaround for this quest is that you log out and wait 10 secs and log back in. The game may log u back into a different shard and the pool will be full / not bugged. Worked for me. Not great but let's you proceed.0 -
Dreez✭✭I have been logging in&out for 30 minutes now, constantly. And it won't get fixed. This is BS and ZineMax should be ashamed for releasing ESO in this condition when this quest was bugged during beta and ISNT FIXED.
That's what beta's are for.... FIXING BUGGS . What's even worse is that
this quest was reported weeks before release, and still not solved.
