Here's a possible idea for open world NPCs, etc

I remember back when I was a low level player within the game back in 2015+ and how enemies could be quite a challenge. You could even go to veteran zones with a lower level character, be in the rift as a level 5 and get squashed by level 40+ enemies, getting vampirism being a challenge when on a freshly made toon. But one update made all NPCs scaled and now everything is easy, albeit that world bosses are stronger.
The idea being make NPCs scale even further based on CP level, if 1,000+ CP level, open world NPCs, etc. would be even tougher. Give NPCs access to use of class abilities, or abilities that aren't open to players to being used. Make them give more of a resistance. Atleast the guards within Cyrodiil propose a bit of a challenge with their heals, negate, tanky health.
and ofcourse, it'd be more easy on the lower level players. But make them a bit tougher on those who are 1500+. I'm not saying for them to be boss leveled, just more health, attack more, block more, use of abilities, and perhaps cause more damage.

    How would that even work in Cyrodil where you have a mix of people of different levels grouped, let alone in overland? Cyro really doesn't need tougher PVE. It needs PVP updates.

    People have been asking for a "hard mode" toggle for ages, however I do not think this should be automatically implemented.

    Someone can be level CP 2000+ and still be wearing blue gear because all they care about is relaxing and having fun in game. Such a thing should not be implemented in a player wide way, but instead in a way that allows players the choice to engage in tougher content.

    Although I'd like tougher challenges, especially in quests and end bosses that are hyped up only to end up dying like a wet noodle, I really don't like this idea for implementation.

    i don't want that and my champion level is 1770+. the guards in cyrodiil are a challenge which is fine in a group, but not in a pve zone when im just going to a delve or quest location and a cyrodiil guard equivalent suddenly knocks me off my horse.

    a high champion level doesn't mean someone is super good at combat. or they are but they want a calm questing experience that doesnt require a good build

    I believe the current design scales the players not the npcs.

    You also run into the issue that CP level doesn't necessarily mean the player or the gear are actually effective. I've got a ton of alts and several of them have pretty lousy gear. Any character I had that hit level 50 would either need to gear up or quit being used under such a system until it was geared.

    Further, you hit the issue that while the Cyrodiil Guards are definitely more effective they aren't really that much fun to fight. The times I did the daily for capturing resources solo I turned on a movie/television show and fought the guards in the background.

    I spent a lot of time progressing my characters and gearing them up so they would be more powerful. I do not want to struggle with overland mobs that keep getting stronger as I do. I want to quest and enjoy the story as the strong character I am.

    O, I don't mean to 'struggle' against them. Just make them a bit tougher as they could be before one tamriel came around. Just give them some more strength. Because you could be doing a quest where a village is being ravaged by enemies and citizens are cowering in fear, but the player just goes around, squishing all enemies with ease. Feels way to simple. Atleast give the mini bosses more of a challenge too atleast.

    I quit because the veteran levels were too hard and Craglorn was impossible to do anything without a full group, and I didn't come back until after One Tamriel tuned things down. My characters are strong and they should be able to squish overland enemies with ease. This may feel too simple for some but it makes sense to me. Overland enemies should not be difficult for a strong character.

    My character has foiled the plans of deities and banished demi-gods back to their realm. She should be able to glance at most overland critters and watch them burst into flames.

    I understand you well, OP, because for me too, the overland content has lost any aspects of stimulating challenge that brings satisfaction. As you can see from the comments, many players treat this game like sims (just dress up your char, build a fancy house etc.), and even the mention of the smallest, slightest buff to overland content causes them to panic and react very emotionally. However, it doesn't mean that we are alone, as there are many players who see this problem, and there is even a pinned thread discussing this topic. You can find it here:

    No thanks. I'm CP 1500+ and I enjoy being able to get from Point A to B in overland by sneezing on mobs and watching them flop over and die. When I want a challenge, I leave overland.

    As much as I'd love the NPCs to be tougher in overland they shouldn't be too strong. Cyrodiil guards are honestly in the perfect spot as they require me to actually play the game to solo them all, but if every overland monster was as tough as a Cyrodiil guard...

    Well then we can't have a shared play space for everyone. I would love it, but new players without sets would get absolutely destroyed. So do we buff new players to be as strong as if they had all the sets and powers? Well, now you break the balance of the game if you give them set bonuses.
