Tried to obtain shiplogs from the lockbox, already shocked the guard but does not give me the option to open the box. The guard has disappeared and I have the key to the lock box. Quest points to the box but unable to open. Screenshots of both the chest and my quest inventory included.

I ran into an issue where it wants me to take a boat somewhere but when I do, the quest marker is stuck on the guy who you talk to to travel by boat. The quest marker says, "Talk to Captain So and so" at both Daggerfall and Stros Makai(sp). I cant complete the quest because it won't change to the correct person I am supposed to talk to.0
