I just wish the laws of physics could be stretched a bit, so I'm not stuck with this average 400ms ping between myself (Melbourne, Australia) and the EU megaserver. It causes all sorts of related problems.
Ouch, that must hurt. Are there copper cables in your routes somewhere, or too many hops? My 400ms ping is basically from one side of the world to the other.
I notice every time I'm doing surveys I always end up with one or two spawns just not allowing me to loot immediately. I always have to move a bit, or try another spawn point first before I can properly loot the weird one.

If you really mean that, then which platform and server, and where in the world are you playing from with what machine specs?
Not to his degree, but PC/NA, Texas, near Killeen, Some basic-butt gaming computer from Dell bought 7? years ago. I do know my Internet isn't great though, and partially to do with living on a hillside, partially to do with Internet provider refusing to upgrade the entire section of our town to higher speeds.
The Undaunted Quest Givers can take upwards of 2 minutes to load in after I've approached the pavilion in Wayrest. They're just invisible for 30 seconds, black silhouettes for another 30, and not until they're fully textured does the game give the prompt to talk to them. Meanwhile they're healthbar is fully loaded in when looking at their position.
Okay, "several" minutes might be a slight exaggeration, but it can definitely take a couple of minutes at times. The Undaunted pledge givers can be bad, but the two quest givers in the Hall of Justice in Vivec City seem to be the worst. This is on PC NA and PC EU, playing from Eastern USA. The ToT NPCs in St. Delyn Canton can also be very slow to materialize, but generally not as bad as the quest givers in the Hall of Justice.
Always been instant for me playing on a mid range laptop and mid range pc.
Used to happen (but not for anywhere near a couple of mins, more like 4-5 secs) when I played on Xbox One X so I'd say your hardware is the problem there.
On my current hardware, it used to run great. But for the last year or so it's been taking longer and longer for zoning to occur.
Take a wayshrine, sit and stare at a loading screen for a few minutes before I zone in. Not 100% of the time, but much of the time. Walk up to the bridge connecting St. Delyn Canton to the Hall of Justice, stand on the bridge waiting for the textures to finish loading. Sometimes the Palace of Vivec is invisible except for the little waterfalls of the canal puzzle. Walk into the Mages Guild in Wayrest and sometimes the interior is invisible, such that the sky can be seen through the invisible walls and ceiling-- which actually looks pretty cool. Stand in front of an invisible NPC and wait until they apoear so I can interact with them-- and then sometimes have to wait still longer while they continue writing in their book or drinking their wine before they finally respond to my interaction nearly a minute earlier.
If it's my hardware, I'd love to know what it is. I suppose it would have to be my internet, because it doesn't matter whether I'm on my Windows desktop computer or my MacBook Air. But my internet hasn't changed in several years. And from what I read in the forums from time to time, I'm not the only one who's been experiencing these kinds of issues beginning in the last year or two. So I guess there must be a lot of other people who have the same hardware problem as me.

It will still attack like a staff most of the time, eg you'll see a fireball. Or at least I think it's doing the same thing. I've never really stuck around with it bugging out like that long enough to check the numbers.
Edit if ZOS see this: I play in first person a lot. I don't recall whether I've ever had it happen in third.

I heard recently. You have to have dps queue when in a group with tank or healer,so it actually works
I tested it and does work. Timer will go infinitely long while healer or tank has lead but instant with dps.
