In a keep battle and want to slot a different siege weapon? Too bad, it doesn't matter how long you go without getting hit, hitting someone or healing anything, as long as people are fighting anywhere near you're never leaving combat.

If you really mean that, then which platform and server, and where in the world are you playing from with what machine specs?

Not to his degree, but PC/NA, Texas, near Killeen, Some basic-butt gaming computer from Dell bought 7? years ago. I do know my Internet isn't great though, and partially to do with living on a hillside, partially to do with Internet provider refusing to upgrade the entire section of our town to higher speeds.
The Undaunted Quest Givers can take upwards of 2 minutes to load in after I've approached the pavilion in Wayrest. They're just invisible for 30 seconds, black silhouettes for another 30, and not until they're fully textured does the game give the prompt to talk to them. Meanwhile they're healthbar is fully loaded in when looking at their position.

Okay, "several" minutes might be a slight exaggeration, but it can definitely take a couple of minutes at times. The Undaunted pledge givers can be bad, but the two quest givers in the Hall of Justice in Vivec City seem to be the worst. This is on PC NA and PC EU, playing from Eastern USA. The ToT NPCs in St. Delyn Canton can also be very slow to materialize, but generally not as bad as the quest givers in the Hall of Justice.

Always been instant for me playing on a mid range laptop and mid range pc.
Used to happen (but not for anywhere near a couple of mins, more like 4-5 secs) when I played on Xbox One X so I'd say your hardware is the problem there.
