SOLVED: I cannot form a large group

After the third invite, I get the 'woosh' sound but cannot form a large group. Any ideas?
Is there a setting in menus (using controller, but keyboard is available)
Possible Addo-On conflict?

Instances from dungeons to houses can limit this but overland you should automatically get an large group inviting an 4th.

Agreed. But I cannot, even in IC.

While there with group of four, I transferred the crown and one of the members added a fifth member. Transferred the crown back to me and I was able to add more. However, after leaving IC, the same situation appeared...I could not add a fifth.
Curiouser and curiouser...

Have you gotten any specific error messages in game when trying to add a party member?

No errors reported. Just the 'woosh'...and nothing.

I play controller (keyboard available), but is there a menu to change this setting?

I'll try other chars and see if it's account wide.

The problem persists on all characters. I disabled ALL add-ons with no change to the inability to form a large group.
(The Guildees were wonderful helping me with the test )
EDIT: This was standing in Vivec City by the craft tables...so it shouldn't be location dependent.

Having a four person group I then invite BY PLAYER @NAME. I then switch to large group ability. Worked on all chars.
