Standard localized letters depend on where the player is geographically. If the player is in Russia, then cyrilic letters is the standard there, if they are in China, then it's Chinese letters (do forgive me if Chines is not the right term)
So in my opinion it depends on where you are.
I do agree that it can be frustrating when you're trying to communicate with someone, and there's an alphabet/language barrier, but I don't think people should be denied from using their own country's alphabet.
Unless you of course means letters that are so alien that nobody knows what they mean

This is true and I don't have a straight forward solution to this. I also think ppl should of course use their own alphabet for their character and account names. Maybe we could have a toggle that transkripts these names to something alternative. E. G. you hover over the user name in whatever interface this exists, you hold a specific key pressed and then a transcription code translates this to the closest possible transcription to standard alphabet that then could be used to type the account name. For the code to recognize a transscription this transcripted name could be preceded by a standard special key available on all keyboards.

Im seeing it purely from a standpoint of reporting cheaters, and yes they exist i have gotten some banned, it is incredibly difficult to report players that have 4 different alphabets in their name. Especially since the online form doesnt support them.

These folks should just disable whisper in general if they dislike to be whispered at.
This is even more so damaging when you cannot report a player for some reportable behavior because of the account name that same person has chosen.

Related, we can click on guilds at go to guild chat in PC, but not on user to chat with user. Why can we not simply click on user name to start an personal chat?
