Is it just me, or is Mag Arcanist's PVE damage a bit low

Tried out a couple different setups, some with proc sets like Relequen and Pillars, Whorl.. the class is also pretty magic damage heavy so I even tested War Maiden's. The dps is a bit underwhelming, tbh. It's about on par with my Templar, which is pretty weak at the moment, my lowest DPS character that I actually play, and it has a very small kit from the class since all of Templar's skills are pretty weak these days. My Warden main blows it out of the water, DPS wise. Of course I'm trying to get the class to work with the beam skill, which is a lot of fun! But it does lower your damage a lot with LA weaving, since you can't do it often. My best setup used the new mythic item that lowers you LA damage and increases damage and crit damage, since it really doesn't need the LA damage when half your attacks are the beam's procs.

It's not bad. But I think either the damaging skills could use a small boost, or the beam should come with extra damage vs. enemies under 20% health.

I've heard the damage problem is even worse in PVP, with the class being a much better tank and support than a DPS. I can't say for sure though since I don't participate in that side of content, just in the content I do participate in, and from what I've tested, though it is fun, the damage is low. I suppose you could call it balanced, and I'm sure there will be some people that can get some really good DPS out of the class, but from what I've tested it's just a bit low. Course I don't want it to be OP and then nerfed into the ground, but it could use a 5% boost.

They may have created it with low damage on purpose, so that they can buff instead of nerf before live.

True. I’m hopeful this is the case. Us players do have a tendency to break things and find an OP build so it’s easier to start low and slowly increase

ZoS isn't usually the type to start low and give incremental changes. They tend to start high and then smash it with a hammer. But I'm hopeful that this is the case this time.
