For me, the issue of racial passives again became acute. I thought about creating completely new characters on the new server. But now, when I think about it, I understand that I will also need a warden tank argonian, dd dunmer and so on. So for now I decided that I will recreate my main at 100%, maybe a little less in line.

not sure who told you that, but it is flat out false information, the racial passives as of right now provide so little benefit that unless you are going to be scorepushing on high end content, they would not matter.

And of course, a large amount of resources in my craft bag. But now I have to start all over again. It’s good that at least a few tens of thousands of crowns and a couple of thousand gems, received over the years of twitch drops, are transferred to NA with me.
And in general, it did not bother me much. I started a new life and starting over in my favorite MMO should be the least of my worries. However, the closer I get to getting a gaming PC, the more I start thinking about things about eso that I hadn't thought about before. And he began to dwell in a certain light horror. Archeology. I was hoping that I could buy this skill in the crown store. But I forgot that for starters it must be fully raised on one of the characters. And secondly, it is simply not in the crown store. It turns out that before starting the quest line in all zones, I will have to fly just like that to Solitude to open access to the skill, upgrade it, and only after that I can safely start my journey through Tamriel from scratch. This will greatly break my immersion. Therefore, I will most likely pump archeology on another character. One character will receive leads, the other will dig them out.
Tales of Tribute. It's the same with archaeology. I really love this card game, but I would not want to start my journey with the fact that I just have to fly around all of Tamriel like Sonic in order to continue playing calmly.
And if you think about it, the same applies to jewelry crafting ...
And to endaviors too...
In general, repeating the experience of vanilla as in 2015 does not seem to work out at all. This really saddens me. But it's not yet a disaster.
As I said, I left a very large amount of resources and gold in my crafting bag in EU. And I would like to somehow transfer them to myself on the NA server and I know that there are people who play on both servers and we could exchange gold and resources. But I'm worried that the system that monitors rmt activity will just ban me, as it will look like sudden and big gifts “just like that”. So I have a few hundred chrome and a couple hundred million gold. I would like to take them with me. This would make it much easier for me to adapt to the new server. But I just can't do it because of the imperfection of the system and risk losing everything forever.
I have a large collection in EU, which I spent a lot of crowns on over the years of playing and I find it extremely unfair and wrong that purchases do not apply to both servers. This is perhaps the most serious since it directly affects my finances.
Fishing, achievements for a collection of items from creatures, searching for the poor and merchants, this is what plunges me into horror. Seriously, at one time I spent a lot of time on them. And now to get simple colors I will have to do it again.
I also lose a lot of event rewards. But I hope that in the future I will be able to buy them.
Perhaps the worst thing for me is the loss of a collection of sets. Especially collections of perfect sets from trials. I don't know how to ask for raids without relequin and whorl. I just hope I can find a farm raid and get those sets there. However, it won't be very easy.

Maybe I'm completely wrong, but isn't changing servers as simple as selecting NA instead of EU in the game launcher?

I guess the only issue would be Character Names, but the way around that would be it forces a random character name to which you'd then have to purchase Name Change Tokens to change it to something you'd like.
In terms of what to do in regards to getting perfected gear back. It would be best to just get a crafted gear setup and join in on Craglorn PUGs until you have the non-perfected setups, to which you'd then find vet farm groups easier and more likely to be accepted in there.

I'd bet that if the OP submitted a support ticket, there's a decent chance that ZOS would transfer their account to the new server.
I abandoned 7 years of progress and switched servers a little over a year ago. Theres literally one thing I miss- an outfit that I believe was a pre order bonus for Western Skyrim.

The preorder bonuses for previous chapters are available as part of the CE packs in the Crown Store, if you wanted to get that outfit back:
