New Character Slots: misleading implementation and messaging

Today, when I first logged into the PTS, all 18 of my NA characters showed up successfully. I was expecting one new slot to be available because of the Necrom entitlement. (I prepurchased it a month ago, so even if we didn't get the entitlement automatically, I should still have access to it.) But I had no free character slot. Instead, I got a message that said I could "purchase 2 more" from the "Crown Store."

That's clearly false. Only one extra slot can be purchased in the Crown Store if you have 18 already. The other comes from the Chapter, which cannot be purchased in the Crown Store.

I logged in on an extant character and verified that I could only buy one more new character slot from the Crown Store. After I bought that one, the option was grayed out, since I had all 12 purchasable slots.

When I quit to the character select menu after that, I saw I had two new slots available. (I made a template character, then logged back to character select and saw that I could create another.) So the new slot from the Chapter applied, but only after I logged in on a character. To prevent misleading messaging, this slot should be applied on initial login to character select.
