    after looking at the house i am a bit confused how that would work? the Emissary's Enclave doesn't have docks as far as i've seen

    It overlooks the docks from the lower terrace, maybe they want to have it like a furniture item?

    yea it overlooks the docks but it's connected to them. how would it work as a furnishing?
