It seems from Update 37 to Update 38 these sets have had their spelling changed
- Judgement of Akatosh -> Judgment of Akatosh
- Langour of Peryite -> Languor of Peryite
Wondering if these changes were intentional as they were not mentioned in the patch notes.
The new mythic Velothi Ur-Mage's Amulet does not buff certain sources of damage:
Proc sets
Status effects
Weapon enchants
These effects do not gain the additional % damage, nor the crit damage, which probably means they do not get the penetration either.

Langour isn’t a word, while Languor is, so I think this one is a long-overdue spelling fix. It should have been mentioned, though.
Judgement vs. judgment is a regional difference (except for certain legal circumstances, as far as I recall). Judgment is the usual spelling in American English.

That was intentional:
"Frenzied Momentum and Spectral Cloak: These sets will now only apply their effects if you cast their respective ability requirements while in combat."
I think they are trying to stop players from pre-buffing those effects and then gear swapping before heading into combat.

Previous patch notes have contained a bunch of errata explaining how they have changed glyphs, status effects, etc. to be treated as procs rather than as actions that they player takes. And then being treated as procs comes with the typical stipulations of not proccing other procs, etc.
We can observe Serpent's Disdain not working in Ravenwatch and status effects not proccing Plaguebreak as examples of this in action.
In these same patch notes, we also see how Ozezan was patched to obey this rule (though, TBH, I don't like the rule) rather than continuing to proc off of proc heal sets like Hiti's.

I’d buy this if the set said “increases damage done with abilities” rather than “increases damage done.” CP that increases damage done increases all damage of its type - Thaumaturge buffs status effect DoTs, for example. Same with Major/Minor Berserk and Slayer - they increase all damage done, except Oblivion. There is no reason for an inconsistency between CP and buffs versus this new mythic. If they mean to say “abilities only,” they need to specify that.
Likewise, a proc set like Deadly Strike buffs all dots (and channels), including status effects and siege weapons, so it’s obviously not the case that something that increases damage in general should selectively ignore proc damage.
We also know that procs DO proc procs - look at how Runecarver’s procs Burning and Rele procs Sundered. Status effects (being procs) don’t proc proc sets (e.g. Catalyst) but procs sets do proc status effects even when it’s not explicitly in their tooltip. So sometimes procs don’t proc procs in one direction but do in the reverse direction.

It's likely a lazy tooltip, then.
This also makes sense as cramming all of that damage into a single Mythic would be CRAZILY OP, even by the "release OP Mythic to drive sales of Chapter" standards of the past.
As someone else mentioned in this thread, excluding proc sets brings some semblance of balance to this set.
