I like this idea, yes. Perhaps another thread where you develop this concept more would be a good idea to present to the forum at large, so that the whole thing with PVP doesn't detract from it/bury it in unrelated responses? I can absolutely get behind this PVE concept.

I thought this sounds like fun. Why not make a bounty hunters guild line or something of that nature? Kind of like a PVP/PVE mix. Make it so that if a player successfully runs from Guards then a wanted poster is placed for the amount of the bounty. The Guards then in any other zone will not attack the player on the run but other players with the Bounty hunter class skill can then approach and attack the 'breaker of the law" and IF they win they get the bounty reward from the loser. If they lose then the bounty is cleared. This will have several positive aspects, first being the breaker player can accrue a bounty and not have to pay for it if they can escape. If they are good enough in PVP duels then they may be able to clear they're bounty without any payment or time loss. You can make a whole class out of this with passives.
