Let’s change “Race passive skills” to be unrelated to combat.
ESO has many options for species.
However, if you are serious about PVE or PVP, you have no choice but to choose one race that is most efficient for your build.
The passive skills that are too closely related to the combat system make it difficult to pick a race to your liking.
Ability that does not affect combat can also give individuality to each race.
Below are some of the alternatives I've come up with.
These are just rough examples to get to the point of my words.
Companions
-Increase experience gain with companion of the same race as the character.
-Increase rapport gain with companion of the same race as the character.
-Reduce rapport gain with companion of the hostile race with the character. (Altmer ↔ Khajiit for example)
Rapport
-Fine discounts from guards of the same race.
-Extra fine from guards of the hostile race.
Experiences
-Increase experience gain with the Mages guild skills or skill line
-Increase experience gain with the Fighters guild skills or skill line
-Increase experience gain with the Psijic Order skills or skill line
-Increase experience gain with the Dark Brotherhood skills or skill line
-Increase experience gain with the Thieves guild skills or skill line
-Increase experience gain with the Undaunted guild skills or skill line
Crafting
-Chance to not consume resources when crafting (Apply different resources by race)
-Chance to gain extra products from crafting (Apply different crafts by race)
-Improves the chances of extracting items (In addition to CP)
-Increases your crafting inspiration gained by ~% (In addition to CP)
Resource Nodes
-Chance to gain double the yield from resource nodes (Apply different resources by race)
-Reduces the time it takes to harvest by ~% (Apply different resources by race)
-Decreases the time it takes for a fish to bite by ~% (In addition to CP)
-Increases your chance of catching higher quality fish (In addition to CP)
-Increases the chance to get higher-quality loot when pickpocketing. (In addition to CP)
Gold Gain & Cost Reduction
-Reduces the cost of Wayshrine usage by ~% (In addition to CP)
-Increases the amount of gold you find in treasure chests and safeboxes by ~% (In addition to CP)
-Removes ~gold from your bounty once per day (In addition to CP)
Item Saves
-Adds ~minutes to the duration of any food
-Adds ~minutes to the duration of any drink
-Chance to not consume a Soul Gem
-Chance to not consume a Repair kit
Collectibles
-Emotes unique to each Race
-Personality unique to each Race
-Costume unique to each Race
-Pets unique to each Race
