The character despawns when you finish the other quest in the area. I also have this problem. Another post already stated this.

just confirming. I also found Harald at the junction on CrinkleCut's map.
Instead of completing the quest I decided to stick around to watch where his path leads.
Nowhere far actually. He just wanders there at that corner and only appears when I approach that corner.
If I move away he disappears. He does have a marker on his head, but no. I don't have a marker on my map to mark his location.

It IS a bug if his map marker is not working. Further, I wasn't able to find him at all, even at CrinkleCut's location marker. I tried /reloadui and logging in and out as well. I've submitted it as a bug.

I confirm that he is there [ http://puu.sh/80rKN.jpg ], but I had to read it here to find him. I was looking for him in Daggerfall, as that is where he said he would go :P and was nowhere else to be found.

I confirm he is at that location too. But a warning, he is walking around a bit. You won't see his marker on the map even at that location but you will see the indicator on the compass.

Guy in this thread has the correct location map out scroll up in messages, he has a picture of where the quest location is!

The spot is correct. The icon showed on my compass but not my map.

Though this should be sen as a bug since his location, even in a highlighted circle on where he could be since he wanders, isn't there. And should be to help stop confusion.

Here is what worked for me to overcome this bug:

1. Go to the intersection indicated on CrinkleCut's map above.
2. Stand directly in the middle of the intersection
3. Harland Winvale appears out of thin air (complete with a marker above his head) and can be spoken to

As you approach ^ area the marker reappears, good find but to be honest I wish they had not added quest markers, it drastically took away the mystery of the game and forces you to follow arrows around instead of clues and beautiful scenery in order to stay competitive.
