It’s well over due that old sets made for particular classes were modified to keep up to date with the skill and class adjustments.These sets just end up not being used.@ZOS did mention that they were adjusting old sets and did start but then just stopped, I haven’t seen any current adjustments for older sets in the game for quite some time.
I don't know if I want them to rework sets after what they've done to Pelinal's Aptitude. Vampire Lord was also reworked and for worse. The original 5-piece effect was +400 spell damage and 5% cost reduction to vampire abilities. The cost reduction sort of carried over but the spell damage was replaced with intensification of passive penalties.Probably more than 75% of the sets in the game need to be revised - there are so many that genuinely are worthless.
Wish they'd stop releasing new sets and instead rework old ones each patch.

They should make it remove the negatives of being a vampire instead of doubling down on them
Vampire deals generic magic damage. You'd be better off wearing War Maiden for 600 w/s damage and no added drawbacks. 5-piece sets should not have any negative effects on them to begin with. Revise sets all you want, only 10% or less will be the "best". The top sets may change, but they always render the others unworthy.

How much does your average reduced cost shrink when you consider, that you aren't filling all 12 slots with vamp abilities? Haven't even touched that thing since, but doesn't it also effect dodge, block, break free etc?

I just checked went on the PTS to confirm as I didn't recall the cost for those going up and Vampirism and the Vampire Lord Set do not impact the cost of dodge, block, or break free that is displayed on the advanced stat page.
An interesting perk of the reduced cost is that it can enable higher uptime on Perfected Scion which removes the downsides of being a Vampire.
