They didn't scrap the event, they moved to a later date. They did that so the pvp could use make use of maintenance thing they'll be doing around that time iirc.

The later date is the usual July/August date when the event normally runs during its second occurrence every year. Typically the event runs in Jan/Feb and again in July/August. This year the event will only be run once hence the winter edition was scrapped. Typically every year there are 9 PVE events, 2 PVP events (Whitestrake winter and summer) and one event I consider to be a hybrid event (the April anniversary event which offers double rewards and tickets in both PVE and PVP). We’re losing one PVP event this year.

They did say that there would be two Mayhem events this year, even with the schedule change.
