Why? As long as channel abilities can be canceled by blocking I don’t see a problem with not being able to channel through block.
I think it's possible if you're willing to spend 5 set pieces or a mystic slot for it + bonus. Otherwise, there is no reason, because it will create another permablock build. You know, if you lose 5000 stamina, you will recover 500 stamina every tick. Such power should not be given for free.

For instance. When you block with a staff, you use both your hands. Obviously there should be no way to channel anything.
But if you have a free hand while blocking with shield, then Vampiric Drain should work. Crystal Fragments should not - you use both hands. Meditate also should not...

How on earth do you suppose your hands are anymore free holding a sword in one hand and a shield in the other than they are holding a staff with two hands?
