Clothing should not significantly change the shape of your character! If the outfit was fixed to conform to female bodies as it does to male (see the helpful post by @NotaDaedraWorshipper ) then it would fit both slender and more chunky characters equally well (so you could still create the look you like).

The Skald costume was a bug fix, as the hat didn't look like the advertisement, when it was supposed to. It had the bald hat behavior instead of the hair showing hat behavior, as was advertised. They will alter cosmetics to fix bugs.

The Timbercrow would have been fixed by now if that wasn't an intentional stylistic choice. It looks to me like it was added to make the costume more modest. I find it pretty ugly myself, but seems pretty clear to me personally that they designed it that way on purpose. And beauty is in the eye of the beholder, after all.
