For some reason when I change the resolution to 1920x1080 seems the resolution doesn't save. When I change it changes but when I check back it hasn't. weird...
it keeps saying 1280x720.
There was a known issue in the beta with resolutions that I was hoping had been fixed, but it could be what you're experiencing. If you've set your display to make your font and icons larger, like I had for our desktop hooked up to our TV, the game will assume your screen resolution based off that. If you go in and change it to small, you should then be able to change resolution properly.
You can also access the text file and set the resolution to 1080, but even after doing that mine still wouldn't change in game till I changed my display settings. You can find how to do that in the Known Issues post I do believe, under if you're having graphics issues.
@FishBreath my desktop resolution is 1080. @ChanceofRust your solution worked! I'm playing on an HDTV and when changing everything to small the resolution of the game could be set higher.

Glad I was able to help both of you! I've actually found another solution to the problem as well, so you don't have to keep changing your settings around. If you go to the Launcher folder and get the Properties on Bethesda.net_launcher.exe, you can then go into Compatibility and check "Disable display scaling on high DPI settings". After doing this, I was able to play the game at full resolution without having to adjust my desktop settings. Sorry for not knowing this workaround sooner!
