Weird graphics issue... sparkles. NPC's look *fabulous* ...but wrong. :P

...it actually doesn't look terrible in a screenshot - those white pixels are like a moving object covered in glitter - it changes constantly, and makes things look rather sparkly. Unfortunately those things tend to be an otherwise very manly dude's hair, like in the image above, or certain trees and other vegetation, which makes it looks like Stros M'Kai decided to go nuts with Christmas lights on random plants.

Anywho, toyed around with the graphics settings, and nothing seems to get rid of this... any idea what might be the cause / fix?

Oh, should also add that this is highly dependent on the angle the sparkly texture is being viewed at - If I walked around the other side of that dude, the sparkling would probably stop.
