Good news for PC players. Two addons. One named "shut yer trap' and another named 'Harven's mute NPC's'.

I thought I'd read that you can accept her quest, and when you get to the guy in High Isle, you can say you already know how to play, and that drops the whole thing and shuts them all up? I couldn't find the relevant post though - unless I'm totally misremembering (entirely possible!)
I'll try it on someone today and see what happens, then report back.
Edited: no, doesn't work - there wasn't an option to say anything like that before actually having to continue the "learn how to play" quest stuff.

I mean I guess you can do that. Still sucks for people without High Isle, they're forced to hear her. I really don't want to go through all my toons just to shut the equivalent of adware up.

ZOS should make TOT tutorial (which is really time-consuming) skippapble, like "Welcome to Cyrodiil".

It works for all characters after you do the tutorial once per account, iirc.
