I have had this issue myself but I thought it was from me streaming so I turned off my streaming software. Shortly after I got the same thing and every setting in game would not fix it. I found this reddit http://www.reddit.com/r/elderscrollsonline/comments/1z878j/sudden_cpu_spikes_while_playing_eso_beta/ . I did all three, the launcher, the priority and the ini file. I have not had this issue since. One time I had the launcher open and it still worked fine so it was probably the priority or the ini edit that fixed it. Been playing for a few hours now with no issue unlike before where it was every 10 min.

In any case, there are tools that can spot memory leaks and port conflicts so there is no excuse for those to be in the released product.

I've seen zone chat exploding about several quests being bugged...most notably all the public instance ones, where lots of players seem to bug out the spawning of the critical NPC needed for the quest.
I've also witnessed(I don't own a horse currently, only pre-ordered the digital edition from the main website)the horse bug several times while playing in EACH faction...IE, someone riding along...horse goes poof, they fall, resummon and keep going.
It is cause for concern, IMHO...that bugs patch notes say are fixed keep cropping up.
