Ok, I've tried everything. The same problem. Only the Ice Trebuchet can be interacted with. This is an important quest for the Alliance speed boost.

Or drop it and try again, perhaps in another campaign.
More likely that the quest is stuck than really broken.
Grinding just make you go in circles.
