Yes ... in my full tank spec ... if I have a spare 4 hours. I tried it once. Was still alive after 20 minutes, but 1,500 dps ain't going to be quick fight, and nobody was showing up to help.
Dragons drop much better stuff. Harrowstorms can drop furnishing plan and vile coagulant, ingredient to craft minor timidity poisons (drain ultimate) but its usefulness is very limited, useless in pve and too short for pvp to make any impact. Dragons drop dragon blood and dragon rheum, needed for both versions of minor heroism potions, useful and impactful everywhere. And they are cooler to fight.

I bet any current PVP meta build can solo Harrowstorms blindfold.
You know, the ones with infinite sustain, high damage, high defence, high speed that a 20+ chasing group plus an assortment of meat bags, seiges and lancers cant even dent the health of.
