Werewolf Berserker Bleed not applying to some bosses in Imperial City

I noticed today while running with my guild that about 2/3 of the bosses in Imperial City were not being affected by the werewolf berserker bleed while light attack weaving. The bug can be seen in the below video while fighting Ysenda Resplendant.

This was confirmed by combat metrics after the fights. Despite light attacks being one of my highest damage skills, there was no bleed to be found in the damage report.
