Pack Leader's Bone Broth cost reduction for all Werewolf abilities

Pack Leader's Bone Broth is a Legendary drink recipe that has the unique effect of reducing the cost of Werewolf Transformation and its morphs by 5%. The tooltip says that it "will also slightly ease your transformation":

However, when it was first introduced to the PTS in July 2019, it used to apply the 5% cost reduction to all of the Werewolf abilities in addition to the Ultimate. Here is an image comparing the ability cost values before and after the broth is used. These values were tested on a non-Imperial Templar with no other cost-reducing sets or skills on the July 2019 PTS:

Likewise, here is an image comparing the cost values before and after the broth is used on the Live server. The Ultimate is the only skill affected by the 5% cost reduction:

I think that Pack Leader's Bone Broth should apply the 5% cost reduction to all Werewolf abilities as it had before. This is because a similar item, the Shapeshifter's Chain, was changed to include the cost reduction on all Werewolf abilities rather than just the Ultimate to make it more appealing to werewolves specifically. Werewolves don't need more ways to reduce the Ultimate cost, as they have no use for it once transformed. I believe this change would make werewolves more likely to use this drink.

    Definitely! I'd definitely switch from sugar skulls to this if it gave me something INSIDE werewolf form.

    In the same vein it'd be nice if the vampire drinks added something similar like easing the health recovery debuff, especially since they have health cost powers and one drink gives health recovery, but also throws you at stage 4 which has none.

    And we need abilities that synergize with the combat style of the werewolf. IMO, we need things that drastically increase light/heavy attack speed, movement speed, unique buffs that increase bleed damage while in werewolf form, and cause the enemy to become frightened and become frail/vulnerable to attack.

    In-form cost reduction food like this would be very helpful. I think you've also highlighted how much magika the Werewolf burst heal costs. Considering that this is a stamina based class, the cost of the heal is excessively high. While it does offer some stamina in return if at full health, it is still very costly and the return is 3k Stam for ~5k Mag.

    if theres gonna be specific equipment/consumables for very specific load outs i feel like its ok to let the numbers be a bit higher, especially considering the fact werewolves arent and really have never over performed anywhere in game.

    I didn't know that! Wow that's super awesome! Right now its honestly not worth eating over Lava Foot Soup-And-Saltrice or Candied Jester's Coins since you ether need the sustain for healing or you need the sustain for damage. Also there is no point to ultimate at all since its only to get into form.

    Tank main from 300cp - 1200cp at which point I switched to DPS - I was 100k on every class except werewolf. I cleared 115k on necro, but I am completely done with parsing. My hands won't let me anymore. Lucky there is still heavy attack and arcanist options available. Otherwise I would possibly have to give up eso entirely.
