That sounds like an good option, here you will install ESO or other games on the virtual machine and as its an full VM you can use any sort of modsI've been using Shadow.tech, a cloud pc service for a couple of years now. Not available worldwide though, and 30 bucks a month. I had a few issues with it now and then but overall pretty satisfied.
You can even use addon on it. 😉

Well... thinking about it... The issue is this game is not optimal and streaming helps with that by moving to server-side. I don't want to buy a chunky junk laptop to play this reasonably when I travel due to that. Yes it's not terrible on my M1 Mac but I don't like bringing stuff on a plane these days.
The game was on Xbox Gamepass cloud streaming for a while but performance was so bad that they removed it. I tried it and was kicked from the game constantly. I heard they're working out the kinks and hope to get it online again, although I don't think it's been announced when yet. If it ever works that will allow people to stream to a phone or tablet again or even on a basic PC.

Ask google, they shut down Stadia, not Zenimax.
I've heard of another publisher helping Stadia users transfer things to PC. Give Microsoft/ZOS time. Maybe they'll come up with a way to help people also. Then again maybe not. But if another big company is doing it and enough people ask for it maybe they'll feel some pressure to do something.
