Same here. Not to derail this thread but I also can't get the two Flame Atronachs to spawn in the quest before you kill Balreth. In case they are related.

I was not able to get this quest to work at the Acolyte Vaarna point either.
I attempted the 'Blaze Strategy' of re-logging many times, but after 10 times I just gave up on the quest.

I was having the same problem. I ended up doing what another person on this thread suggested, and logged out for 5-10 min. and when I logged back in it seemed to fix the problem.

This one has been broken for me for a while. NPC's are there but they are not interactable.

I have noticed and verified that If a certain quest will not let you finish it then you need to go finish another quest that Is part of the quest line. One example is the Belrath quest line. On the step that you have to summon Blaze and Rage if you have not complete the quest from the brothers strife it will not let you summon them.

A fix for these issues is leave the quests be for a while and lvl up. I did that and came back later, both Balreth and the acrolytes quest finished in 1 go.

I think when you get further in the game you'll get in a non bugged phase of the game bit sure though. So far this worked for every bugged quest on my part.

It's not a good solution but at least a way to play on and have fun knowing you'll end all quests eventually. They are just side quests so no hurry

Been there done that, it didnt help one iota.
I have no leveled so far beyond the range of these quests that they are gray to me, I still cannot complete them.
