You can earn a Transmutation station for free doing master writs and spending writ vouchers at the writ voucher vender. I've acquired all 3 of my stations this way.
Then stick the station in a home, which can be acquired through gold or for free, and then use 25 transmute crystals to reconstruct the mythic as many times as you want on any character you want as long as the character doing the reconstruction has a trait researched for that item's type. Takes no time to research your first trait.
Congrats, you have the mythic now forever, and if you wait for the next free ESO+ time, whenever that may be, you can then go searching for more mythics you might not own on the character you last did the scrying and excavating on. Only really need one character at max since leads are account wide, and they'll go out and acquire the mythics for the sticker book which is also account wide.

Thats the way it goes. BASE game (and any PURCHASED DLCs) are Free To Play.
They have never said the whole game is Free To Play.
Same with Jewelry Crafting - need Summerset. I'm not even sure if you get Summerset with ESO+ even. Pretty sure the last time my 'extra' accounts had Plus for a month because of an event they didn't get Summerset but that was awhile ago. I have since bought Summerset when it was on sale for those accounts.
Some players always seem to forget that it's a BUSINESS.
Of course they will pull strings to try to get you to buy the DLC to access certain things. Scrying and excavating was a major addition to the game, like jewelry. No, they are not going to give it away, they are going to let you have little tastes.
That's marketing.
So buy it, or make do with binging as much as possible on free weekends. That's it. Can't have everything the way you want it and it doesn't make ZoS bad.
As another poster said, I think it's great that if you play DB and TG during a Free+ weekend you still get to keep and use those skill lines once the free time is over.
