The game has been in live service for over 8 years and this is by all accounts a pretty minor patch. There really shouldn't be this degree of regression at this point.
But yes, you are right. Stuff can happen and I don't think it is rational to cancel ESO+ just because of this specific maintenance window (it's been much worse in the past). Cancelling over all the other issues? Depends on if they impact you, up to your own judgement as a customer (it is your money, after all), etc.
If you aren't happy with the game, don't renew. It isn't a "life's imponderable mystery" type of thing.
Just remember all your mats will be pulled from your craft bag first, you won't be able to bank anything except gold if you're over the regular non-plus banking limit, and you won't be able to put anything in your houses if you're over the standard housing item limit.

Clearly you did not bother to read what I actually wrote. The irrational part would be cancelling over the maintenance window, the rest is up to the individual (not everyone is equally impacted by U35). So no, cancelling a sub is not always going to be rational. Cancelling over temporary server issues isn't rational. If you are impacted by U35, then it is your choice to make on whether or not to cancel. The only person that can say whether you should cancel is yourself, so there is not really much to gain from these forum posts in general.

That's not correct, mats will remain in the craft bag but you just won't be able to store more.

They could probably get more money from veteran players for many more inven/bank expansions, than they would get from new players buying the basic inven/bank expansions.
